I think it's kinda sad that the government would take such extreme measures to prevent those who have lost everything finding a dry place to sleep.

Lots of people sleep under bridges in China since in the summer it's one of the hottest places with the highest humidity. And living on the 40th floor bad to open the windows since the people below you have AC:s and their hot air will flow upwards making your apartment even hotter if you open it.

If you think about it in a positive way then this is prevent them car passing into the other side of the lane. They prevent accidents also.
