1) Its voluntary. It gets them out of the jail for awhile each day, 2) the sheriff makes all inmates, male and female, wear pink under wear, and 3), the Sheriff, Joe Arpaio, is under federal investigation and has numerous lawsuits against him. He is being investigated for unconstitutional jail conditions, racial profiling, election fraud, abuse of power, misuse of funds, and stopping and arresting people of Mexico just because they "look" illegal even though the people of Mexican descent are 27% of the population and Arizona was first inhabited by Mexicans before the Mexican-American War of 1848. These are the kind of people that make the rest of look bad.
