Iv'e been to Freo prison, it is no longer in use, but they do tours of prison and even go into the underground passages at night. Also it is believed that there is a ghost in the church part of the prison.

For it being abandoned for so long I'm surprised at how clean it actually looks. No dust,spiderwebs,grime or dirt.

I'm with joffenbaker, as a resort sounds like fun.
Send all the scallies, neds and poseurs there and the rest of the world will improve markedly.
Keep the old gallows drop available at all times, and I'm sure some will try it of their own accord! Result!!
