I think it's probably safer than trying to construct scaffolding. Put some rails on the platform and don't let the truck tip over, you should be OK!

I dont think he is installing AC... In Korea they used those kind of trucks to do moving. Its actually an elevator, not just a ladder. The platform he is standing on moves up and down. Really convenient when moving in or out apartments high up.
