Let's assume the US is currently regressing like we do (Germany and most of Europe) we should think -as cultural allies- what are we planing to do with those people not sticking to law.
Certainly, I personally not want to have contact to the above mentioned rapists, pedos and murderers ... but what we see in Brazil and soon in our prisons will not change the anti-social behavior of them. Somehow we need to cure the origin and not the results.
Anyway, I don't have any solution!

this prison no longer exists, was demolished in 2001, his name was Carandiru

but almost all of the remaining prisions are like the one in the pictures. The same in Argentina, and i guess the same in all Latin America

Of course murderers and rapists need to be punished and be locked away if they are a threat to the public, but this is horrible because it is (in my view) violating the dignity of man.

bmvv, curing the origin is a good idea. But what exactly is the origin? And can it be cured? There are so many conflicting opinions and questions regarding this topic.

I guess the origins can be manifold. I personally see in my neighborhood lot of unattended children where tv and computers are used as babysitters. This can have lot of consequences.
Another aspect is a missing moral (ethic) view of the world in lot of educations (here in Germany).
I think strengthening the responsibility of the individuals, switching off tv and getting rid (at least in parts) of the money-centric view could help to grow children. What do you think?

Yes, learning how to take responsibilities and not rotting in front of a screen are for sure important aspects of a proper development which can reduce the crime rate.
Also I would teach kids to see things from more than one point of view and to think before acting.

empathy can help as well but unfortunately you can teach it only to a limited degree.
