The photos were made in the Russian city of Chita. One of the police officers was so drunk he couldn't even stand on his own 2 feet by himself.

I was in Vienna during Faching (carnival, mardi gras) and the cops were all sipping tea with rum while on duty. Can't blame because it was below zero.

Are they police officers?. Are they on duty? They could be security gaurds? I have my reservations about that "headline".
