The water bags are there in case of a fire. The heat and sparks from the fire will burst the bags. Think of it as a poor mans sprinkler system. Needless to say that this is dangerous work, at least the buildings seem to be designed correctly, by being spaced out and open. My guess is that this is a legal operation, you should see the pics from the illegal ones!

In US this is EXACTLY the same way the fireworks are made. I just watched a documentary on Discovery (Dirtiest Jobs) on how the fireworks are made. Same shit, different country.
It is a lousy job but the pay is ok.
