Bad Planning (37 pics)

#1 isn't bad planning at all. It's a ramp-hall, with internal windows to another room in the building. Because that room's floor is level, the choice was either to make the windows level with that floor and look funny on the ramp side, or escalate the windows with the ramp, so there would be oddly staggered windows on the room side.
The tilework suggests there's a counter or nurse's station right there on the ramp side, so presumably seeing into the room clearly is the most important (or there wouldn't usually be windows there at all) so that's why they chose to go with this.

A rather ignorant criticism, frankly.
