#2 cl is used everywhere where metric system is used

for the eco-friendliness, it's Scandinavian thing but common in Europe in general

And from personal experience, Sweden in winter season, when the snow thaw, which is every other day sometimes, is just grey, gloomy land with 6-8 hours of somewhat sun exposure.
It's interesting country but influx of migrants not willing to assimilate is causing more social tensions.

Oh, and the myth of tall, sexy blondes with blue eyes is as real as Carebears.
