Not asphalt. Note the asphalt has been grinded down for re-paving. The sheeting is a material layed down before new asphalt is laid down to give it a longer life. They haven't paved yet and are fools to let traffic over it! Those funny Chinese!

They can't add lead or poison to the asphalt anymore. The Chinese can't make anything without lead or poison in it.

Ditto - not melted asphalt. Does look like the construction crew got the road section partway done and then vehicles started driving over it tearing it up.
