#1 - except Austria and Hungary didn't "form" an empire by joining. Hungary basically blackmailed a weakened Austrian imperial government to their position of "elite" minority among all the other minority ethnic groups in the Empire. It would be like African Americans blackmailing the US gov't to change the name of the country to America-Africa.
