In any story problem, "of" simply means to multiply. Since multiplication is commutative,
a ✕ b = b ✕ a. % just means divide by 100, which can be done to either term or to the answer and gives the same result.

While it is basic maths, the real-world applications are interesting and often not explained in school.
We can all do percentages but to use this "hack" simplifies grocery shopping, haggling etc.
