Stupid, actually.

Almost certainly that POS dell case has a crap power supply that will not be sufficient.
If they plunked that GPU onto the motherboard, I almost guarantee the northbridge can't handle the throughput, so he's probably losing 50% of his performance there turning it into heat.
Even if they put in a new PSU the case doesn't have enough venting.

Short version: you can only upgrade a toaster so far.
