How is he in the wrong spot? If you look at the picture you can see another car parked like that. Fact might be the road is too narrow to park on the side of it, and the driver was considerate and parked on the frass instead.

This 'vigilante justice' is starting to get awful close to raging vandalism...

If someone parks wrongly, call a clamping company. They get paid to do just that.

Don't see what that handcuff would do. The torque of that range rover would snap it without any effort at all.
