I remember reading somewhere that a lot of cars in Dubai were abandoned when people left the country to avoid going to jail because of new laws.

You dumbfucks, those are cars formerly owned by people who had to suddenly leave Dubai beacause they broke some financial law, and they needed to flee as soon as possible. Those cars are not abandoned on purpouse.

Pic 1 is not Dubai/Middle East.
Lots of cars had been abandoned since the financial crisis in 2012 in Dubai. All by western expats earning high salaries (not being racist - but primarily white lower middle class folks who suddenly got perks and a lot of disposable income - didn't think it would stop) Tried to emulate our lifestyle - the day the paycheck stopped - end of good life. No savings. Here unpaid debt = Prison+deportation. So folks parked their cars, left their homes and flew out of the country like they will be back in a couple of weeks...

I think "leaving my car behind while I flee the country to keep from going to jail" might count as abandoning it on purpose.
