I totally agree with you. Why was he not allowed to pass the bikes? There are 3 lanes what was the problem?

You're backing up the wrong side here. They blocked him, for no obvious reason, continued blocking him, again for no reason - and he's held responsible? He should have a water pistol in the car, and yogurt as a refill, for situations like these.
