looks more like mapping several photos as a texture on a 3D grid to me. (especially when they move over the garbage)

Actually it IS video game. Engine demo though. It's called Unity3d. Unity engine is usualy applied on mobile devices (I suppouse because of lack dedicated developers tools for Android, also because it's partialy free and easy to learn and even free versions have lots of effects). You can find on internets browser based games (for example kongregate.com), but fan made games are lacking certain... polish (though you can find gems like Spiral Knights).
