I watched frame by frame, and found that he is on top of the train shadow. If the train and shadow were added to the video, it would be quite tedious to cut a hole in the shadow frame by frame of a jumping man.
So maybe he isn't a track inspector, but looking for lost object or something. Though it looks like he was wearing a helmet.
