That's an older Krison thermoplastic marking machine. Lots of countries use these, not just China.

1234, not just in London.
In Moscow such operations take months - first they pull off the asphalt, then (in a week or two) they'll put a new one and then (another 2 or 3 weeks) they'll mark the road...
