I had similar thing once - I had 20 images of solar prominence and I needed to make a slow-motion of it. At the end of 40-seconds render I got something like that - a slow pixel motion with some quick morphs from time to time...
So I assume it's a combination of cloud still shots made in a few minutes wich blended together with morphing and then put as a sky to tracked video
