To me it looked like the guy in the wheelchair waved them on. Sometimes people dont want help. On top of that, people in wheelchairs should have no problem pushing through a flood like that, theyre strong and very resilient.

I do see where he waves them off, maybe he is, but I took it to mean quit Filming me. type of wave, but I guess it could be him saying go on I got this,
