First, its not Russian! Originaly it from Ukraine - donets'k region where mafia have a power!
Second, some years ago in village was very popular such insulation made from corn straws much better and much healthy then gas heating 25

Insulating pipes. if there is just snow the twigs will provide an air pocket, warmer then the aid moving from the wind.. reducing the wind chill factor. Just an idea.
