There's a special reflective lens in a cat's eye called the tapetum lucidum. The tapetum lucidum reflects additional light into another part of the eye called the retina, which allows them to see well in low light conditions.

This depends on whether or not the tapetum lucidum is pigmented. When it is pigmented, the reflection from a bright light will make the cat's eyes appear to glow green. When it's not pigmented, the glow will be red.
