I agree with Patty. At least they have shelter and are not on the street freezing. It's heartbreaking when you see homeless people.

At least there seems to be some provision for these people. Judge a country by the way it treats it's poorest citizens. 58 people die in HOSPITALS due to lack of any health care in the US for every person that has ever been killed in a "terrorist" attack.

I thing this is a good idea. The "cage" (need another name) small compact place for them to sleep, allows air to circulate, a bit of security, and beats under a bridge.
