We make fun of them, but aren't they just being basically respectful? She might be willing to pose for a picture, that doesn't mean she wants your hands on her, esp her skin.
Add on top of that, that you might accidentally touch one of the (many) OMFG! RAPIST PERV! zones on a woman's body, well, it makes sense just to get close but don't touch.
