I was expecting this kind of uniforms in the countries close to the Arctic or the Antarctic Circles, but not Iran.

Iran is a country against terrorists. Every country needs to exercise its military forces. Iran is no exception.
This memorial day for the 8 year Iran-Iraq war and martyrs of this war are held And has a historical aspect.It's really for people who are seen as peaceful war Sorry.
