um, this is so un-true, it would in no way lead to skin cancer. The difficulty in tattooing over a scar is that the thick scar tissue doesn't usually hold ink as well as the soft pliable dermis layers. In most situations a tattoo artist will warn a patron of this possiblity, or elect not to do it simply because the tattoo may come out looking a bit poor quality, and the artist may not want their name attached to the work. If the client is aware of the outcome risks, and the artist feels as though the results can be favorable, then go for it. These cover ups are not the best by any-means however, and should not be used as an example of what is possible in tattooing today.
