I remember seeing films from WWII of soldiers setting up razor wire just like this.
It's nothing new.

note: this got me interested, so I looked up the name on the side of the trailer
and here's what I found out:

Mora Salazar is a company out of Spain that manufactures Guard Rails. Prefab
parking structures, short span bridges and a variety of Fences.

ESF stands for European Security Fencing - one of the products they manufacture.

Yeah, nothing new. In WW1 tractors (in WW2 trucks) would just put a spool of concertina wire on the back, and let it spool out as they drove. That's WHY concertina wire was invented in that format.
