It's called "Selective breeding", not evolution. Evolution happens over thousands or millions of years, and selective breeding is basically just catering to stupid human desires of how a dog should look.

Some of these dog breeds are to the point where the gene pool is so small they are effectively being inbred. The worst offenders have all sorts of genetic defects and health issues. Bulldogs have skin issues due to their wrinkles, breathing problems due to their flat noses, and often cannot reproduce without "assistance" from the breeder. We have replaced "survival of the fittest" with selective breeding for entertainment purposes. Same deal with crop seeds, they have been genetically engineered to maximize crop yield but cannot survive multiple generations without human intervention.
