#19, Mr. Potter wasn't a villain, just a grumpy old man. My fave villain would be #22, Annie Wilkes, just because she had total control of Paul Sheldon, and it was horrifying.

As some of the commenters have already eluded to - a good portion of these aren't terrifying, let alone even the villain in the movie. Who cant think of a dozen better entries?!
