I'm so tired of correcting this... I'll just say, again: No, everyone does not live in one building! There is another apartment building, some private land, and boats. What do you think the rest of the city is, empty?
Also, the 9th picture isn't even from Whittier, AK.

Not true at all ... I've been to Whittier many times and I've stayed in the houses of friends that live there. That building is called the BTI and it has housing in it but also many community and government offices.
