That's a good idea, a privilege to be earned by passing grammar and spelling tests, basic math, basic geography and driving tests that include parallel parking.

Reading about how most parents are stupid in this post, I wonder why is it that when people want to adopt a child, they have to go through a whole list of meets and demands, but not when they want to have a child.
In both cases, parents should EARN a child.
