Lu,
usually with a cherry picker or a scissor lift, and sometimes if its a wheat paste they will hang off from the top and work the paper with a very long extension pole roller or brush. they are sometimes commissioned works so there is no need to work stealthily. in illegal cases the artist may dress up to fit in and hide in plain sight... such as reflective work vests and hard hats.
