You can redeem a dollar with much less than 5/8's of it. It is having both of the serial numbers present that matters, not how much of the bill you have.

I was a cashier for many years in Alaska and I was always taught that when redeeming a torn dollar bill, the 'burden of proof' is 51%. Meaning the larger half can be redeemed as long as the serial number on that half is in-tacked. I don't know if it varies from state-to-state.
