Hmmm ..... that could make a very effective cat trap.

Think about it ... some neighborhoods have cat infestation problems.
This would be an effective, humane and irresistible cat trap.
Not to mention that it's low cost and low tech enough that even the poorest
areas could afford to build them. After the cats are caught, spay or neuter
them and release. After a while the population will drop by default.
