The whole transport thing seems to have some confusion for them.

Using a vehicle well past its best is not uncommon, overloading a vehicle similarly so, anywhere in the world.

Riding a vehicle (moped) into another vehicle seems a tad odd though. Not to mention the other bikes on the roof as well. Economy anyone?

Must suck to be a copper out there though. Three to a moped, a raft, and the worst modified(?) moped ever when you get one to yourself.
