China (and Beijing) spent $50 billion in 5 years to host the 2008 Olympics.

They built a new airport (the largest enclosed structure in the world), roads, subways, new skyscrapers and hotels, Olympic stadium and grounds, a 300 acre green park (to help cool the city), re-located a steel mill that employed 250,000 people that was only 15 km from downtown, etc.

Just to give you a point of scale, the Burg Khalifa cost $1.5 billion.
