capt.huffnpuff - Dubai has less than 10% in oil reserves. That's why they started to diversify by attempting to draw in tourists and real estate development. Dubai is in debt to the tune of $150 billion. They've borrowed so much money to service the debt from Abu Dhabi that they had to rename the Burg Dubai to the Burg Khalifa.

If the Dubai authorities keep beating up tourists and leaving them to die no one is going to go there anyway, no matter how much they spend on it, their laws are too harsh for the rest of the world to want to go there.
