im not 100% sure what it means but from what i remember the bottom right is for how many bodies were in the house, and the top left is the house number and i think the other ones are for is they are rebuildable or not. I saw it one time on a documentary.

The X's on the buildings are CERT tags.

Top of the x - Date and time in the building followed by time out.
Right of the x - Areas searched
Bottom of the x - Victims found (not just deaths)
Left of the x - The ID of the CERT who searched the structure.

I don't understand what happened to the hundreds of millions donated for them to re-build??? The money never gets to them it seems, doesn't anyone notice????
Same with Haiti and 9/11... hundreds of millions donated and nothing given to the victims.
