The lower shower spigot isn't a fail. It's in a basement suite without a tub. It's so you can fill a bucket or some such for handwashed laundry.

Alright, the plug-in isn't ideal, it's most likely a GFI. I've used a shower with a plug-in on the opposite side of the showerhead to charge a waterproof electric razor.
